This
place
is
a
great
example
of
the
racism
within
social
services
of
Italy.
Foreigners
are
treated
terribly
and
not
given
the
same
services
even
if
they
pay
for
volunteer
subscription
to
health
insurance.
For
example,
we
don’t
get
the
access
to
European
Health
Insurance
Card,
which
is
something
incompatible
with
EU
health
law
and
even
Italian
regulations
regarding
healthcare.
This
is
entirely
interpretation
based
and
Bologna
has
decided
to
give
foreigners
no
healthcare
right
in
EU.
When
you
ask
them,
they
say
it’s
not
us
who
decide,
and
they
actually
fail
in
providing
you
with
a
legal
basis
for
their
decision
of
depriving
you
the
full
access
to
healthcare
rights.
I
am
a
phd
student
here,
the
first
problem
with
the
system
is
that
I
have
to
pay
150
euros
for
healthcare
that
is
obligatory
to
have
for
getting
a
residency
permit.
Even
though
I
pay,
they
still
don’t
give
me
the
EHIC
which
is
necessary
specially
for
PhDs.
I
studied
in
Milan
for
3
years
and
they
released
an
EHIC
card
for
me
even
though
I
still
wasn’t
a
resident.
The
second
problem
is
that
they
have
an
inconsistency
in
their
treatment:
if
you
are
lucky
and
you
get
one
of
the
good
people
handling
your
case,
they
accept
emailed
documents
or
ask
for
a
health
card
for
you.
If
you
are
unlucky,
you
are
treated
totally
differently
and
you
might
have
to
go
back
there
a
million
times
or
walk
out
crying
because
of
their
racist
behavior.
There
is
never
a
consistent
treatment
with
these
people.
I
speak
Italian
fluently
and
I’m
treated
this
way
the
moment
they
see
my
documents
and
understand
I
am
from
Iran.
You
can
double
all
the
problems
if
you
don’t
speak
Italian
as
they
don’t
even
speak
one
word
of
English.
I
don’t
wanna
play
the
victim
here,
but
I
have
thought
about
it
with
some
friends
to
actually
sue
them
for
their
way
of
treating
foreigners
and
for
not
providing
any
legal
basis
for
their
different
treatment
in
healthcare
allocation.
The
whole
Italian
healthcare
systems
is
terribly
racist,
slow,
and
doctors
are
so
incompetent
here
it’s
incredible.
I
have
lived
21
years
in
Iran
and
5
years
in
Italy.
Their
system
here
is
even
worse
than
my
3rd
world
country
of
origin.
