The 135-year-old Birchandra Public Library in Comilla, commonly referred to as Comilla Town Hall, has been chosen by the local administration to be torn down in order to make way for a “modern” town hall, disregarding its importance as an archaeological heritage which carries with it century-old history, tradition, and culture. A Governing Council headed by the Deputy Commissioner manages the Town Hall. At present its general membership is one thousand. The Town Hall has two sections. One is the public library, the other is the city auditorium. Among them, the number of regular members of the library is 600. 14 lifetime members. The library has about 24 thousand books written in different languages including Encyclopedia of Britannica. This town hall in Kandirparad of Comilla town preserves the memory of Maharaj Birendrachandra.

When Birchandra Manikya Bahadur, Maharaja of Tripura wanted to build a library, FH Screen, the then-deputy commissioner, asked Naresh Maharaj, the zamindar of Chakla Roshnabad in the Tripura district, to donate land for the project. In the center of Cumilla town, at Kandirpar, the Maharaja spent his own money to construct a structure on ten bighas of land. The structure, also known as Cumilla Town Hall, was built on May 6, 1855, and houses the city's library and auditorium. It underwent renovation in 2002–2003. At various occasions, prominent Indian speakers were present at Cumilla Town Hall. Poet Rabindranath Tagore, the Father of the Nation Bangabandhu Sheikh Mujibur Rahman, Netaji Subhash Chandra Bose, Hussain Shaheed Suhrawardy, Nawab Sir Salimullah, Quaid-e-Azam Mohammad Ali Jinnah, Linguist Shahid Dheerendra Nath Dutta, Dr. Suniti Kumar Chattopadhyay, the current Prime Minister Sheikh Hasina, all spoke here. In Cumilla, this town hall serves as the focal point of cultural, political and social activities.

It's a institution itself. It has a huge auditorium, a rich library, thiosophical institution, playing ground & so many things in our days. We are also very lucky to have a Shahid Smriti stambha in the middle of the town hall mentioned the name of the Fridom Fighters who dedicated there life to give us independence & also a beautiful Shahid Minar over there to pay our tribute to the our mother language movement life giving soldiers. But now a days that situating playing ground are not use for the play. We played a lot on this ground. Now all kinds of social activities and different festival are taking place on this ground. At last to say we were passed a beautiful childhood over there. Long Live.

This is the communal hub for the people of Camilla. Especially for the young lads. You'll see a lot of tea stalls on the side and different street food vendors scattered throughout the lawn. The lawn is huge and people use it for parking their cars. Historically, Cumilla town hall was established in 1855 and remarks on different movements of the country. Since then it has been the communal, cultural, and political hub of the city. There's a club, and monuments to honor the martyrs and famous people who have done a lot for the country and our culture.
