The ceremony of laying the foundation stone of the Palace took place only in 1898, the year in which the construction works began, according to the plans of the architect Toma Dobrescu, the construction engineer being A. F. Bădescu. The new and sumptuous Episcopal Palace was inaugurated on September 8, 1901, in the center of the celebration being the consecration service of the chapel dedicated to the "Welcome of the Lord", officiated by the bishops Parthenia of the Lower Danube and Dionysius of Buzau. Also participating at this time: Dimitrie Sturdza - President of the Council of Ministers, Spiru Haret - Minister of Cults and Public Instruction and representatives of local and central authorities in the four counties of the Diocese - Covurlui, Brăila, Tulcea and Constanţa. Due to its exceptional architecture, highlighted by a beautiful and well-kept park, with modern utilities at that time, the Episcopal Palace in Galaţi was visited, several times, by the royal family. We remember the historic visit, from April 27-28, 1906, of Prince Ferdinand and Princess Maria, present in Galaţi for the ceremony of laying the foundation stone of the Episcopal Cathedral, in the context of the 40th anniversary of King Carol I. For a long time this palace remained a symbol of modern Galaţi, a building of great elegance and beauty. Although thoroughly built, placed on marble slabs and worked impeccably, the building has suffered over the years due to frequent and strong earthquakes, giving the other hierarchs of the Lower Danube the opportunity to contribute to its restoration and rectification. Thus, between 1940 and 1942, following the earthquake of 1940, the pious Bishop Chesarie Păunescu rebuilt the building from the ground up. In 1963, in full atheist regime, the People's Council of the Galati region imposed on the Diocese of the Lower Danube a deceptive exchange by which the Episcopal Palace was practically confiscated and transformed into a Museum of Visual Art, operating in this regime for more than 40 years. After the events of 1989, His Holiness Father Casian, then Bishop-Vicar of Archbishop Antim Nica (1975-1994), initiated a series of steps to restore this building to the church heritage, convincingly and repeatedly advocating for the legitimate right of Diocese to resume ownership. With the help of a Project with European funds, between 2012-2014, the Episcopal Palace was fully consolidated and restored, His Eminence Archbishop Casian, making the former Episcopal Palace become "Museum of Christian History, Culture and Spirituality of the Lower Danube" . Noul şi somptuosul Palat Episcopal a fost inaugurat în ziua de 8 septembrie 1901, în centrul sărbătorii fiind slujba de sfinţire a capelei cu hramul “Întâmpinarea Domnului”, oficiată de episcopii Partenie al Dunării de Jos şi Dionisie al Buzăului. Au mai participat la acest moment: Dimitrie Sturdza – preşedintele Consiliului de Miniştri, Spiru Haret – ministrul Cultelor şi Instrucţiunii Publice şi reprezentanţii autorităţilor locale şi centrale din cele patru judeţe ale Eparhiei – Covurlui, Brăila, Tulcea şi Constanţa. Datorită arhitecturii sale excepţionale, pusă în valoare de un parc frumos şi bine îngrijit, având utilităţi moderne la acea vreme, Palatul Episcopal de la Galaţi a fost vizitat, în mai multe rânduri, de familia regală.
