    You can enjoy both mountain and sea views for free! The staff is also friendly and there is a cafeteria (a little expensive tho) and a bathroom. The only bad this is that it was too hot. There is an elevator dedicate to reach the observatory at the 23th floor. Totally recommended, not very crowded. Would love to come back soon

    There is a free observation deck on the 24th floor of the building. Scenery seen from observatory was good. There is a cafeteria and observation deck where you can relax.

    An amazing free observation deck to get some great shots of the city. Sure you could play for the view either from the ropeway or the port tower but if you want a free option that is close to a train station the view from here can't be beat.

    For a free observation deck, it was nice. There's a cafe, a restaurant, and restrooms on the same floor. You can look towards the sea and the mountains. Kobe is pretty at night and you can see some light ups on the mountains from here. It was dark and cloudy, so they looked like they were floating in the sky, which was cool. Other than that, there was not much else there. The staff seemed friendly though.

    Has a free observation deck on the top floor. You can see all around Kobe from there. Mountains on one side and the harbour on the other. Good place to see the Lumiere festival and it's crowds.

    The Kobe City Hall Observation Lobby is free and opens until 10 p.m. Low crowd level and has washrooms. About a 15-min walk from the JR Sannomiya Station. You can catch both the ocean view and the mountain view from here. Also offers free Wi-Fi too. They also have a couple of restaurants / cafés on the same floor.

    You can take an elevator up to the 24th floor for free to get a nice view of the city from the mountain side or the Sea Side, there's also some nice restaurants there that aren't too expensive!

    Great views of the city and harbor. Displays about the city and sister cities. Clean bathrooms, a cafe and Korean restaurant (did not get to try it this trip)

    Amazing view of Kobe city for free! There is a local coffee shop (UCC/Ueshima coffee) there and you can have meal and drinks with the nice view too

    There's a free observation deck on the 24th floor. When you enter through the entrance in flower road, there's an elevator with a red sign that can take you directly to the 24th floor. The view is amazing any time of the day. It's a great spot for taking photos of the city. There's a platform just in front of the windows so mounting your camera on a small tripod is possible. It's one of my favorite spots in Kobe.
