These
guys
insist
on
scanning
your
ID
"because
it
is
a
condition
of
their
license"
and
if
you
challenge
them
they
will
call
a
nearby
police
officer
who
will
corroborate
their
thesis.
This
doesn't
seem
to
be
the
case
as
you
can
read
for
yourself
if
you
go
to
Westminster's
licensing
website
In
short
the
club
cannot
serve
alcohol
to
underage
customers
(same
as
any
grocery
store).
Age
check,
Id
check
and
Id
scan
are
NOT
a
requirement
to
enter
the
premise
and
may
even
be
carried
out
by
the
bar
staff
when
ordering
alcohol
IF
they
suspect
you
to
be
underage
(same
as
in
any
grocery
store).
If
the
management
decides
to
do
any
of
that
at
the
door
it
is
their
choice
but
not
a
license
requirement.
I
read
extensive
documentation
and
the
only
reference
to
ID
scanners
I
could
find
was
in
the
Westminster
Statement
of
Licensing
Policy
2016
as
follows:
appendix
9c
"Put
in
place
robust
systems
to
monitor
and
control
the
access
of
young
people"
2.2.4
“clubscan”
schemes
to
record
the
identity
of
all
those
attending
premises,
may
be
required
where
there
is
evidence
of
a
significant
risk
of
serious
violence
at
an
event
or
premises.
Now
do
you
really
want
to
get
in
a
place
with
a
significant
risk
of
violence?
The
reality
is
that
Westminster
council
has
a
political
bias
against
clubs
(which
is
well
documented
in
the
above
mentioned
statement
of
licensing
policy
2016).
Club
owners
and
the
police
simply
follow
with
that
bias
in
order
to
maintain
good
relations
with
the
regulator
and
to
make
their
life
easier.
The
losers
are
us:
the
custoemrs
who
want
to
have
a
dance
without
being
in
a
surveillance
state
(not
to
mention
the
constant
presence
of
CCTV
cameras)
Tiger

is
managed
by

Limited
/
Novus
Leisure
Limited
(they
keep
changing
name)
along
with
many
other
central
clubs
(including
Piccadilly
Institute,
Ruby
Blue,
Zoo,
Sway,
Loop,
Foundation,
Kanaloa,
Babble,
Amber
and
many
more)
This
is
unfortunate
as
it
leaves
very
few
venues
for
commercial
music
in
Westminster.
I
read
their
Tiger
Tiger
license
extensively
and
could
not
find
any
reference
to
ID
scanners.
Instead
I
paste
some
relevant
extracts
below
for

convenience.

holder
or
club

certificate
holder
must
ensure
that
an
age
verification
policy
is
adopted
in
respect
of
the
premises
in
relation
to
the
sale
or
supply
of
alcohol.

supervisor
in
relation
to
the
premises
licence
must
ensure
that
the
supply
of
alcohol
at
the
premises
is
carried
on
in
accordance
with
the
age
verification
policy.

policy
must
require
individuals
who
appear

under
18
years
of
age
(or
such
older
age
as
may
be
specified
in
the
policy)
to
produce
on
request,

Friday

Saturday
after
2000
a
cloakroom

provided
for
customers,

maintain
a
comprehensive
CCTV
system
as
per

minimum
requirements
of
a
Metropolitan
Police
Crime
Prevention
officer.
All
entry
and
exit
points
will
be
covered
enabling
frontal
identification
of
every
person
entering
in
any
light
condition.
The
CCTV
system
shall
continually
record
whilst
the
premises
is
open
for
licensable
activities
and
during
all
times
when
customers
remain
on
the
premises.
All
recordings
shall
be
stored
for
a
minimum
period
of
31
days
with
date
and
time
stamping.
37.
The
door
entry
book
at
the
premsies
shall
record
all
refusals
and
the
reasons
for
the
refusals
and
shall
be
made
available
to
police
and
other
responsible
authorities
on
request.
39.
There
will
be
no
regular
weekly
student
nights.
I
also
had
a
look
at
the
Westminster
City
Council
Licensing
Act
2003
and
Basket
of
Model
Conditions
August
2015
Both
of
which
basically
repeat
all
of
the
above
and
none
of
which
mention
id
scanning.
