Memorial plate for the Irish clergyman who founded the Presbyterian church in the United States. He was arrested by then Mayor of NY in 1707 for preaching without a permit. He was jailed for two months, but at a trial he produced a permit from Barbados. His case was the beginning of support for religious freedom in the US. The plaque is almost hidden by plants around the fountain. You can find if you stand in front of the fountain facing the museum/Alexander Hamilton Custom house entrance.
