He
was
born
on
September
1,
1906
in
Villa
Bisonó,
former
Navarrete,
Municipality
of
Santiago
de
los
Caballeros.
Son
of
Joaquín
Balaguer
Lespier
of
Catalan
origin
and
Carmen
Celia
Ricardo,
originally
from
Puerto
Plata.
In
his
memoirs
of
a
courtier
from
the
Era
of
Trujillo,
Dr.
Joaquín
Balaguer
expresses:
“The
author
of
those
pages,
written
on
the
edge
of
the
tomb,
was
born
on
the
1st.
September
1906,
in
Navarrete,
then
a
village
located
22
kilometers
from
the
city
of
Santiago.
On
the
date
of
1906,
there
have
always
been
contradictions
in
the
family.
Lidia,
my
older
sister,
who
kept
a
notebook
in
which
she
recorded
important
family
events,
places
the
birth
in
1907,
and
attributes
the
supposed
error
to
the
fact
that
the
declaration
in
the
civil
official's
office
was
made
six
years
later
by
my
godfather,
Don
Ulises
Franco
Bidó.
.”
In
the
aforementioned
work,
a
birth
certificate
of
Joaquín
Balaguer
is
transcribed,
in
which
September
10,
1906
is
noted
as
the
date
of
birth,
at
eight
o'clock
at
night.
