The
clinic
and
clinic
staffs
are
actually
very
nice
and
offer
good
service
but
please
be
clear
with
processes
and
have
coordinated
SOPs
with
other
departments.
I
am
a
foreigner
working
in
Singapore
under
spass
and
saw
a
doctor
at
Raffles
Womens
Centre
in
19
July
last
week.
I
was
diagnosed
with
moderately
large
fibroid
that
is
pressing
onto
my
urinary
bladder
and
needed
surgery.
As
I
felt
confident
with
the
doctor,
I
wanted
her
to
do
my
surgery.
So,
the
clinic
assistant
gave
me
a
billing
assessment
for
the
surgery
and
told
me
to
send
to
my
insurance.
On
the
same
day,
I
sent
request
for
pre-authorization
with
AIA
got
the
request
approved
on
22
July.
The
clinic
even
called
me
that
my
pre-authorization
was
approved
and
so
I
scheduled
for
surgery
on
3
August.
I
went
back
to
the
clinic
for
pre-surgery
screening
on
27
July,
which
was
yesterday,
and
finished
all
the
screening.
After
that
I
was
sent
to
Raffles
Hospital
Business
Office
for
financial
counselling
only
to
be
told
that
they
do
not
accept
pre-authorization
from
AIA
for
FOREIGN
POLICY
HOLDERS
(in
rude
tone
by
the
way)
and
that
I
needed
to
pay
the
full
amount
for
the
surgery
and
ask
AIA
for
reimbursement
after
my
surgery.
So
I
had
to
cancel
my
surgery
as
I
cannot
pay
the
full
amount
upfront.
The
business
office
staff
told
me
to
go
back
to
the
Womens
Centre
again
to
pay
for
the
pre-surgery
screening
which
was
supposedly
included
in
the
pre-authorized
bill.
Then
when
I
was
in
the
clinic,
the
clinic
staff
could
not
bill
me
as
she
does
not
have
the
billing
code.
I
had
to
wait
for
several
minutes
yet
again
told
to
go
back
to
business
office
to
pay.
This
business
office
staff
now
changed
her
tone
maybe
she
was
guilty
she
was
mistaken.
Anyway,
please
have
a
clear
SOP.
I
know
that
Raffles
operates
different
clinics
but
it
is
still
Raffles.
The
Womens
Centre
should
have
known
that
Raffles
Hospital
does
not
accept
pre-authorized
bill
from
foreign
policy
holders.
Also,
it
would
be
better
if
business
office
financial
counselling
comes
first
before
pre-surgery
screening
so
patients
especially
foreign
ones
are
aware
of
possible
charges
right
away
and
can
make
decisions
before
going
through
all
the
trouble
of
screening.
This
also
helps
patients
avoid
unnecessary
payments.
I
had
to
pay
for
the
screening
that
was
supposed
to
be
for
my
surgery.
On
top
of
that,
I
had
to
pay
for
my
mother’s
plane
ticket
to
come
to
Singapore
so
I
have
a
guardian
during
the
surgery
and
post-surgery.
All
these
could
have
been
avoided
if
Raffles
Womens
Centre
and
Raffles
Hospital
Business
Office
streamlined
their
SOPs
for
their
patients
whether
local
or
foreigners.
