    The overall vibe is small and intimate. The service is not the best. The decor is nice. The old bay wings were DELICIOUS! The shrimp cocktail is also good. The pasta was alright and the mashed sweet potatoes were watery but had a potential, but the Mac and cheese, was a disgrace. Literally melted cheese on noodles. It was probably the least appetizing food item I’ve had in a while. I would absolutely NOT Recommend this item at all! Overall, I would go back for the wings but carry out.

    Our waitress Morgan saved the evening! Went for the first time on a Sunday for dinner. Based on the website, I was expecting a restaurant and lounge vibe. Upon entering, I was met with a 5 star hole in the wall bar vibe. Stopped at the desk at the main entrance unsure if it was self seating or not. One of the employees walked by and said nothing. I approached the bar to ask about the protocol. The bartender essential shrugged and gave the impression of I'm just here. Then proceeded to say sit where you want. We chose to sit on the lower level. They were playing smooth 90s/early 2000s R&B. 4 songs passed with no menus or service. As we started thinking about leaving, our server Morgan came to the table. She was extremely friendly, knowledgeable about the menu, provided honest opinions, and very attentive! We tried their wings with the house sauce and lamb which I highly recommend! Also tried their fried rice with honey glazed salmon which wasn't as impressive. Had an opportunity to meet the owner who was also very friendly and service oriented. With the exception of the beginning of the night and bathrooms, it was a 5 star experience!

    Where to begin. Overall just an OK experience which was brought up to OK by the owner Tony who checked in on us and took constructive feedback very well. We ordered drinks and they were both good and just the right amount of strength for a dinner date. We ordered the Old Bay wings fried crispy. The texture and freshness out of the fryer were great. A little too much Old Bay in them for my Wife and I but as the owner said we cook hi blood pressure style on the wings :-). I called them drinking wings. When you drink you don't mind the salt and the bartender loves you more. It makes sense since above the restaurant is the club portion of the establishment. The decor is really cool and nice and the music although loud wasn't bad at all. I enjoyed bobbing my head while enjoying my dinner date. They did their best to keep the social distancing numbers at Bay, but people wanted in. They did leave every other table open which was good. My Wife's Salmon and grits were not good. The cheesy sauce was the best part. Without it the grits were bland and tasteless. The salmon was overcooked and hard. Tony was a gracious host and listened to the feedback and removed my Wife's meal off of the bill because he saw she did not enjoy and he offered us additional drinks. The lamb chops had a nice flavor were tougher than I expected. They may have cooked them well instead of medium like Tony said they should have. I didn't request well now was I asked so I guess they took it upon themselves to cook it that way. The flavor was good though. The fried rice was interesting, it had a hint of sweetness which I wasn't expecting. I think it could have been cooked in the wok a little longer for a little more crispy texture but I liked it. The sweet potato casserole I ordered was creamy and I liked the addition of the nuts for texture. It could have used more all spice in it to add bit more flavor. It is a very busy spot on a Saturday night. I don't think we will be going back just because it wasn't our cup of tea but I really liked the owner and his customer service so I wouldn't tell anyone else don't go. We didn't go upstairs to see the lounge part but he described it as very nice amd offered us a tour. By this point it was getting late and we were tired from a long long day of service.

    We were seated near the front. It was a cold day, so every time the door opened, we were cold. We ordered our food. The cream of crab soup was good. I ordered chicken, and broccoli wasn't seasoned well. I combined the soup, and it was absolutely amazing. My daughter ordered chicken pasta. It was average. The wings are good. The waitress was good. Overall, it was nice It's definitely nice scenery.

    Food was EXCELLENT, once we received it! We had a dinner party and service was EXTREMELY POOR. They had one server for a dinner a party of 10. We had reservations and a VIP seating upstairs in which we paid for. It took about 90 minutes to even place our order. Server bought food out without flatware and it was hard to get his attention because he had other tables. We all sat there and got our food orders taken in intervals. Needless to say, we all didn’t eat at the same time. It took a hour just to get drinks! After complaining we got our drinks for free. Owner never once came over to apologize. I WILL NEVER GO THERE AGAIN. It’s a shame, because I like to support black owned businesses. The only positive thing I can say about this place, the food was very good. Just don’t expect to have napkins and flatware given to you without asking!

    Very bad experience. Will never go here again. I went here to celebrate my birthday and was greeted with negative attitudes by the servers. The environment is very ghetto. I did an online reservation for 12 and was told after we ordered that the bill could not be split, but they could take multiple payments. When we received our check we could not tell who ordered what and they offer no assistance in helping us to understand the bill. I ordered crab cakes and they was horrible. They burned my friend pizza. The only thing that was edible was the chicken, salad, and drinks. I would never go back here. Very poor customer service!!!!!!

    A group of us came out for drinks, had a good time here. Atmosphere was chill and everyone from the staff to the other customers were friendly. The drinks were strong but good! The food was good with a good variety to choose from. At 10p the upstairs is more of a club Atmosphere with a cover charge at the door.

    This is an all around 5 for party-lounge-luxury. The food menu is exceptional every single dish I’ve tried is delicious. The drinks are wonderful. Service is unmatched! They are quick and courteous. They have indoor and outdoor seating great spots for photo ops. Again another one of those great Baltimore gems that people don’t realize exist.

    So I visited Noir on Friday for the first time in a couple of years. To note I went when they first opened and really enjoyed myself for happy hour. This time me and my friends went at night because we wanted some hookah and listen to music. So when we get there the security guard was nice and told us the upstairs wasn’t open for hookah yet. Cool so we went to the bar. Although the place wasn’t busy it took a bartender a while to attend to use (mind you there were 4 people behind the bar standing around). Anywho we were informed that the upstairs was now open. Apparently ahead of schedule who knows. Once we get upstairs we sat at a table. However we were informed that we had to buy a bottle and hookah in order to sit there. So they directed us to a private/back room that was cold as hell because all the windows were open. The have an electronic fire place that apparently doesn’t work (they should get that checked). At this point we were the only ones back there, which is weird because I’m sure others would want hookah. During this time we were totally forgotten about. Our server would come and clean the area up but never asked if we wanted more drinks or anything. The hookah lady never checked to see if we needed more coal or anything. Then about an hour later, everyone as I walked to the bathroom, I noticed everyone in the other room with the tables had hookah… and not every table had bottle service. Trust me I asked. So at this point I’m upset. We were relegated to this back room, no one checked in on us, only to find out we could have just stayed in our original seats in the first place. After seeing all that my friends and I left. I will not be going back.

    Loved it! Just wish they served with real utensils instead of plastic. It takes away from the upscale vibe. In all fairness we did go late, so perhaps that isn't always the case. The manager is super sweet, the bartender is very nice and a true cocktail craftsperson, and the place itself is beautiful. The owner put a lot of time and attention into the details. I will definitely go back!

    Was invited by my big sister who has been raving about the Noir for months. She took me to the Gordon Banks concert for her birthday 🥳. Had a great 😊 time... and the food was good also. Very grown and sexy atmosphere...enjoyed the opening band and host...

    Went for happy hour, the wings were GREAT!! The drinks were a little light/weak. It was a nice environment, good music and nobody else there when I went. If you want a more intimate spot to go, check it out. For a hype happy hour, this might not be your location or at least based off the day I went

    This was my first time trying this restaurant. The hostess was very friendly and our waitress doubled as the bartender at times so attentiveness was not as expect, but was okay. There is a nice vibe to the restaurant with pretty good decore and ambiance but the furniture could use an upgrade. There is sufficent parking behind the building as well. We had the Shrimp and Grits and broccoli bowl, but ended up switching the bowl for chicken and waffles due to the Un seasoned and raw taste to the chicken in the brocolli bowl. The fried wings that came with the waffles had no seasoning on it either so it tasted very bland, but the waffles were acceptable. As for the shrimp and grits, the grits had a good consistency and didn't need too much flavor since the shrimp and its seasoning helped to bring the dish together. Definitely would get that again as you can see from the pics. Seems like they don't skimp on the alcohol either. I had a long island (not top shelf) and it was strong. Pretty sure it wasn't top heavy because I stirred it pretty good. FYI, if you make reservations on thier website, there is no guarantee that they will have it when you arrive which was out case. Luckily it was not too busy when we arrived and the hostess was gracious enough to accommodate our party.

    Upscale restaurant? Where? This place is awful. The best part about it was the waiter, she was super nice and amazing!! She was working the bar and floor by herself. I ordered an appetizer and they didn't have it done. Ordered the crab cakes....salty! First time having nasty crab cakes. Proceeded to order dessert...didn't have any. I guess it's a vibe, the lights flicker dim then bright. Not for me

    My friend and I made reservations to come here for the first time. When we came inside there was no hostess. We were thinking we could just sit anywhere. There was one young lady working the bar, waiting and serving the tables who we approached and she told us where to sit. She was very friendly and attentive the entire time. The music was great. The restaurant part of the place is small. It felt like we were eating in a carry-out spot rather than a restaurant. The booth seating looks old and our table was rocking back and forth a little. Our food came in a timely manner. They gave us plastic silverware to eat with (something most carry-out places would slip in your bag to go with your food). The food was fine. The wings were the best. However, the mac and cheese was horrible! The restaurant began getting crowded later in the evening. Again, it’s too small to be crowded. As my friend and I are leaving people had to scoot their chairs up just for us to get by and to the door. Overall, our experience was okay but this wasn’t the place for us. I wouldn’t recommend this place if you’re looking for upscale dining. We will not be coming back.

    Nice restaurant with urban sophistication. The servers were attentive and friendly except for the upstairs bar lounge bartender. She was very slow and had an attitude. The food and drinks were good. The music upstairs dance area was extremely loud - enough to damage your hearing. The downstairs restaurant was much more pleasant with music, seating, and light ambiance.
