There is no tickets or wait to "get in", but you might have to wait if you want a photo with nobody else. It’s pretty there. I went by myself after visiting the Jet d’eau. If you get tired, there are a lot of seats in the open. You can sit in some parts of grass and there is a big outdoor water fountain you can allow your children to play around. I didn’t see much flowers though, but I didn’t walk too far.
