shelter.
4.
Be
sterilized
and
marked
on
the
ear,
to
avoid

reoperated.

Be
returned

colony

Be
identified
and
censored.
7.
Be
recognized
with
your
specific
ethological
needs.
8.
Live
freely
on
the
street
without
being

from
their

territory

animal
protection
entities
and
be
attended
by
trained
caregivers.
10.
Be
adequately
treated
for
signs
of
suffering
or
illness.
11.
Be
protected
by
the
Administration
that
is
responsible
and
to
carry
out
campaigns
to
disseminate
their
rights.
Of
particular
importance
is
the
fact
that
it

a
public
body
and
in
addition
to
an
educational
nature
that

exercising
violence

of
food
and
shelter)

allowing
animals
to
die
without

tenido

exigir
que
se
tomen
las
medidas
oportunas,

acuerdo
al
cumplimiento
de
la
ley
existente,
que
los
protege
mediante
su
gestión
ética.
El
hecho
de
quitar
los
puntos
de
alimentación
y
además
prohibirlo,
así
como
quitar
los
refugios
es
ilegal
y
por
tanto,
constitutivo
de
infracción
grave.
La
ley
4/2016
de
Protección
Animal
de
la
Comunidad
Autónoma
de
Madrid,
determina
que
los
gatos
que
viven
en
las
colonias
de
la
calle
son
animales
domésticos
(art.
4.1)
vagabundos
(art.
4.6).
A
tales
efectos
queda
prohibido
alimentarlos
de
forma
insuficiente,
inadecuada
o
con
alimento
no
autorizados
(artículo
7
.g).
Se
tipifica
como
infracción
grave,
sancionada
entre
3.001
y
9.000
€
(art.
30.1.
b),
alimentar
a
los
animales
de
forma
insuficiente
inadecuada
o
con
alimentos
no
autorizados
(art.
28
.
a).
Dicha
Ley
de
Protección
Animal
de
la
Comunidad
Autónoma
de
Madrid,
también
prohíbe
no
proporcionar
a
los
animales,
en
este
caso
a
los
gatos
ferales,
considerados
como
domésticos
en
el
artículo
4.1,
la
atención
esencial
para
su
bienestar
y
su
mantenimiento
en
lugares
que
no
les
protejan
de
las
inclemencias
del
tiempo
(art.
7
.g).
Se
tipifica
por
tanto
también
como
infracción
grave,
sancionada
entre
3.001
y
9.000
€
(art.
30.1.
b),
mantener
a
los
animales
en
lugares
que
no
les
protejan
de
las
inclemencias
del
tiempo.
Además
de
todo
lo
mencionado
anteriormente,
también
se
han
producido
dos
muertes
por
parte
de
dos
gatos
de
dicha
colonia
mencionada
anteriormente,
en
circunstancias
aún
por
determinar.
A
la
espera
de
los
resultados
de
la
necropsia,
consideramos
imprescindible
debido
a
la
gravedad
de
los
hechos,
que
la
universidad
responsable
de
lo
que
allí
sucede,
se
implique
en
la
resolución
de
lo
sucedido,
ya
que
puede
tratarse
de
un
posible
envenenamiento
considerado
delito,
por
atentar
no
solamente
contra
la
vida
de
los
animales,
sino
también
de
las
personas
que
utilizan
dicho
lugar.
En
conclusión,
nos
encontramos
ante
una
situación
extremadamente
grave,
porque
se
está
maltratando
a
unos
animales
muy
vulnerables
como
son
los
gatos
ferales,
y
que
a
pesar
de
que
puedan
creer
lo
contrario,
tienen
los
siguientes
derechos
que
actualmente
están
siendo
vulnerados:
1.
No
ser
molestado
ni
agredido
física
ni
psíquicamente.
2.
Recibir,
disponer
de
agua
y
alimentos
aptos.
3.
Tener
un
refugio
discreto,
seguro
y
limpio.
4.
Ser
esterilizado
y
marcado
en
la
oreja,
para
evitar
ser
reintervenido.
(CES-R).
5.
Ser
retornado
a
su
colonia
tras
la
esterilización.
6.
Estar
identificado
y
censado.
7.
Ser
reconocido
con
sus
necesidades
etológicas
específicas.
8.
Vivir
libremente
en
la
calle
sin
ser
desalojado
de
su
territorio
y
grupo
originarios.
9.
Ser
gestionado
por
entidades
de
protección
animal
y
ser
atendido
por
cuidadores
formados.
10.
Ser
atendido
adecuadamente
ante
signos
de
sufrimiento
o
enfermedad.
11.
Ser
protegido
por
la
Administración
que
es
su
responsable
y
a
protagonizar
campañas
de
difusión
de
sus
derechos.
Cobra
especial
importancia
el
hecho
de
tratarse
de
un
organismo
público
y
además
de
carácter
educativo
el
que
esté
ejerciendo
violencia
(privarles
de
alimentación
y
refugio)
y
estar
permitiendo
que
fallezcan
animales
sin
molestarse
en
protegerles
si
no
todo
lo
contrario.
De
hecho,
por
este
motivo,
lo
habitual
es
encontrarnos
justo
con
la
situación
opuesta.
Universidades
que
como
modelo
institucional
dan
ejemplo
de
responsabilidad,
respeto,
empatía
y
evolución
al
resto
de
la
sociedad.
En
la
actualidad
existen
multitudes
de
movimientos
sociales
en
pro
de
la
defensa
animal,
por
una
convivencia
y
coexistencia
basada
en
el
respeto
y
en
la
empatía,
muchos
de
esos
movimientos
han
surgido
y
son
dirigido
por
colectivos
universitarios.
