Unfortunately no longer for insurance reasons. But it's probably being planned again. The tower invites you to linger. There are benches and tables directly in front of the tower. The Hohe Busch is generally a nice excursion destination. There is a large, branching network of paths and a small, cute game reserve. For free. Fun for children. Not big, but nice.
