Less on the affordable side but if you want a place to find English or Diverse language speakers, I recommend this location.

Literally went here after landing to find friends and hear about other people's experience with studying abroad and it was a super friendly and nice atmosphere, I'm gonna be studying in Kyoto but definitely plan on returning when I travel to Tokyo!
