深いＶ字渓谷を重力式コンクリートダムにより堰き止めて出来たもので、湖面の標高はおよそ２９０ｍ、面積は３．２７平方㎞、長形の大きな湖で満水時には１１㎞にもなるそうです。
貯水量は奥利根湖に次ぐ大きさで、洪水調整・灌漑、上水道、発電などに広く利用されています。
水深は約１２０ｍとされ、湖底には７００余の建物などと共に天然記念物指定の三波石渓の一部も沈みました。
湖畔は、釣りやボート遊びの場として親しまれ、景観を活かした公園の設置なども行われています。
また平成１７年３月には、我が国ダム湖百選に選ばれました。
