Worst rated Healths in Baguio, Philippines

😠 I've been here a couple of times. I noticed that when there are a few customers, the cashier is OPEN. But when there are a LOT of customers, the cashier is CLOSED. Only the pharmacy is open which makes the line move super slow. Can someone explain why that is??
