Found this charming café on a sunny Sunday afternoon while getting lost in Arras. It's near the Beaux Arts museum and the theater, it was opened so I jumped in, took a place at the bar and connected myself to their free WiFi. In between sending emails back home, I was able to appreciate the friendly ambiance of Le rat perché. Locals mingled together, I chatted with some kind people at the car while sipping away on my coffee - it was lovely.
