If you are looking for Norwegian food and a local Norwegian community, you will find it at Yellow House. The lovely owner, Jeep, has been serving Hua Hin's best Flesk & Duppe for years. And much more. Torsk, kjøttkaker and Sosakjøtt. You name it. Of course they also have great Thai food. Great staff and fair prices. It's in the quiet part of soi 94, but not far from the bar area on both soi 94 and 88. A must for Norwegian Falangs.
