There is a monument to Chiune Sugihara, and you can learn about what he did and what kind of visas he issued. However, Chiune himself did not spend much time in Vilnius, but rather in Kaunas, where the embassy was located, so there seem to be more details there.

Chiune Sugihara, known as the Schindler of the East, passed the Japanese Ministry of Foreign Affairs' examination for international students while living at Waseda University, then dropped out and began working there. In Kaunas, the then capital of Lithuania, he issued about 2,000 visas against the instructions of the Ministry of Foreign Affairs and saved 6,000 Jews, but after returning home he was fired from the Ministry of Foreign Affairs and led a life of misfortune. This monument was erected in 2001 to honor Chiune Sugihara's humanitarian deeds as an achievement that Waseda University should be proud of to the world.
