City views spread from this 1700s observation tower, plus a camera obscura & 2 exhibition halls.

Completed in 1929, this monument & its statues commemorate the Constitution of 1812.

😠 Architecturally and infrastructurally, a total failure. This enormous bridge makes no sense for the sparse car traffic. No access for pedestrians and cyclists in a modern new bridge design (2017).
